Yes! As of yesterdy, I have finally passed the level 14 (Balance Carefully).
I know, it took me quite long to beat it. Anyways here is my structure.
Let me know if you have a better idea, I will be more than welcome to post it.

What helped me was using spagetti to reach the frogs on both sides. This made the tower unable to swing back and forth... use thos friggin frogs in your advantage!
